Aṅguttara Nikaya IV. Upali and Ananda Products 10.31. Upali and the Precepts At that time, the venerable Upali went to the Blessed One, and after having bowed down to the Blessed One went down to one side. Sitting down to one side, Venerable Upāli said to the Blessed One: —Venerable sir, for how many purposes, the teachings established for the disciples of the Tathagata and the precepts of Pātimokkha are read? —O Upāli, by virtue of the ten purposes, the teachings of the Dharma are established for the disciples of the Tathagata and the precepts of the Patimokkha are proclaimed. What is ten? To increase them to be extremely good, to increase them to be safe, to stop stubborn people, to let good bhikkhus live in peace, to control the taints or even in the present, to stop the gonorrhea or in the future, to bring peace to those who don't believe, to make faith grow for those who have faith, so that miracles can exist, so that the law can be accepted. Because of these ten purposes, Upali, the teachings of the Dharma are established for the disciples of the Tathagata, and the precepts of the Pàtimokkha are proclaimed. —Venerable sir, in how many cases, the precepts of Patimokkha have been stopped from being read? —There are, Upāli, ten cases where the Pātimokkha precepts are stopped from being read. What is ten? When there is a person who commits the crime of perfectionism sits in that assembly, when discussing the person who commits the sin of the perfection of the plight has not ended, when there is someone who has not been fully ordained to sit in that assembly, about people who have not yet fully ordained, when a person who has given up studying the Dharma sits down in the assembly, when the discussion about people who have given up studying the Dharma has not ended, when there is a person lacking male faculties still sitting in the assembly Then, when the discussion about the young man's faculties had not ended, when someone "disgraceful Male-stilts-ni" was still sitting in that assembly, when the discussion about the disgraced Male-stilts-ni has not yet ended.
